CONSTITUTION OF MNCU

1. The Malaysian National Commission Natcom for UNESCO

The Malaysian National Commission (NATCOM) for UNESCO here in after referred to as “the Commission” is hereby established under the jurisdiction of the Ministry of Education.

 

2. Objectives and Functions

The objectives and functions of the Commission are as follows:

2.1   To advise the Government of Malaysia on all matters pertaining to UNESCO’s policies and activities.

2.2   To encourage and promote the participation of governmental and non-governmental institutions and individuals in UNESCO programmes and activities.

2.3   To cooperate and participate with other National Commissions in activities which aim to advance knowledge and mutual understanding.

2.4   To formulate and execute national programme of activities related to UNESCO’s field of competence; and

2.5   To disseminate information to the people of Malaysia on the objectives and functions of UNESCO and to assist in all UNESCO associated activities both at the local and national levels.

 

3. Membership

The Commission consists of the following:

3.1   The Minister of Education shall be the President or any other person appointed by him. In the event that the President is not the Minister, his term of office shall be for three (3) years;

3.2   The Secretary General of the Ministry of Education who shall be the Vice President.

3.3   The Under Secretary of the Policy and International Relations Division from the Ministry of Education who shall be the Secretary-General.

3.4   The Director-General of Education or his representative;

3.5   The Secretary-General of the Ministry of Science, Technology and Innovation or his representative;

3.6   The Secretary-General of the Ministry of Tourism and Culture or his representative;

3.7   The Secretary-General of the Ministry of Communication and Multimedia or his representative;

3.8   The Secretary-General of the Ministry of Women, Family and Community Development or his representative;

3.9   The Secretary-General of the Ministry of Foreign Affairs or his representative;

3.10   The Secretary-General of the Ministry of Higher Education or his representative;

3.11  The Secretary-General of the Ministry of Youth and Sports or his representative;

3.12 The Secretary-General of the Rural and Regional Development or his representative;

3.13  The Secretary-General of the Ministry of Energy, Green Technology and Water or his representative;

3.14  The Secretary-General of the Ministry of Finance or his representative;

3.15  The Secretary-General of the Ministry of Human Resource or his representative;

3.16  The Secretary-General of the Ministry of Human Resource and environment or his representative;

3.17  The Director-General of the Economic Planning Unit from the Prime Minister’s Department;

3.18  The Attorney- General of Malaysia Attorney-General’s Chambers;

3.19  The Vice-Chancellor of University Malaya;

3.20  The Vice-Chancellor of Universitty Science Malaysia

3.21  The Vice-Chancellor of Malaysia National University; and

3.22  Other members to be appointed by the Minister of Education as and when it deems necessary.

 

4. Formation of Special Committees

To improve the Commission’s efficiency in delivering its functions and objectives, 6 Permanent Sub-Committees are formed as the following:

4.1 Permanent Sub-Committee for Education;

4.2 Permanent Sub-Committee for Science;

4.3 Permanent Sub-Committee for Culture;

4.4 Permanent Sub-Committee for Communication;

4.5 Permanent Sub-Committee for Social Science;

4.6 Permanent Sub-Committee for Higher Education; and

4.7 Permanent Sub-Committee for External Relations.

Other than the committees as mentioned above in Para 3, the National Commission for UNESCO from time to time is given the jurisdiction to form temporary working committees to further discuss and execute urgent issues and tasks.

 

5. Meetings

5.1   The Commission shall meet twice (2) a year.

5.2   The President shall preside over the meeting of the Commission. In his absence the Vice-President shall be the Chairman for the meeting.

5.3   The presence of not less then one quarter of the members of the Commission shall be required to constitute a quorum. Every question before the Commission at any meeting shall be decided by a majority of the votes of the members present. In the event of votes being equally divided, the Chairman shall have the casting vote.

5.4 Each member of the Commission may be paid allowances for travel and subsistence as may be determined by the Minister of Education with the concurrence of the Treasury.

 

6. Meeting Agenda

6.1   The agenda of any meeting of the Commission shall be prepared by the Secretariat to the Commission and shall be communicated to all members 10 days before the commencement of the meeting.

6.2   Any member may request the inclusion of supplementary items on the agenda, but should do so 3 days prior to the date fixed for the commencement of the meeting.

 

7. Finance

7.1   The Commission shall be financed by Government subsidy and contributions or donations from members of the public or institutions other than those wholly financed by the Government of Malaysia.

7.2   There shall be established a Trust Account for the purpose of meeting all expenses in connection with the activities of the Commission.

 

8. Secretariat

8.1   The Policy and International Relations Division of the Ministry of Education shall be the Secretariat to the Commission. The Under Secretary of the Division shall be the Secretary-General to the Commission. He shall be assisted by an Executive Secretary who shall be the Principal Assistant Secretary of the NatCom sector.

 

9. Amendments

9.1   The Commission, with the concurrence of the Minister of Education, may from time to time make such amendments to the Constitution as deemed necessary.
